This paper develops a theoretical model and that its results are applied to analyze the welfare effects of variable price support (VPS) schedule for wheat output in both retail farm market and the wholesale market in the framework of partial equilibrium. It turns out that the farm price support program leads to lower its inefficiency impacts on social welfare because net consumer surplus becomes higher as compared with net producer surplus in the wholesale market. However, producers are benefited net surpluses more than the consumers in the retail farm market.

Determination of wheat growers\' attitude towards risk A case study of Golestan province farmers

In this study the attitude of wheat growers towards risk and their loss management approaches in case of facing with a probable disaster were studied. For this purpose, the expected utility theory and direct elicitation of utility function approach were used. Data were gathered from a sample of 126 wheat growers in Golestan province through direct interview. The results of the study showed that 88 percent of the sample farmers indicated risk aversion attitude and they were in the range of medium of risk aversion. Furthermore, in case of being faced with a disaster and loss of crop, they would use loan and credit as a main tool for financing and managing the situation.

Evaluating technical efficiency factors of wheat production

Wheat is the major food in Iran and usually considers as strategic product affecting social, economical and political affairs. Particularly, its self-sufficiency has been always an important issue for Iranian government. The government intervention on wheat market has not been efficient, and causes to reduce welfare . Thus, study of production conditions is useful to achieve this purpose. The objective of this study was to estimate the technical efficiency of wheat farms in south west of Iran by estimating stochastic frontier production function. This study was consisted of two steps. In the first step, a translog production function was estimated then the technical efficiency of each farm was calculated. In the second step, technical efficiencies were regressed on set of managerial dummy variables to evaluate the influence of each variable on the level of technical efficiency. These variables were consisted of trickle irrigation system, extension activity (education and experience) and farm size. The results indicated that all these variables had positive effect on the technical efficiency level with statistically significance. The results were also indicated that technical efficiency improvement may consider as government intervention in wheat production in order to extend wheat supply and increase social welfare.

Non-tariff barriers quantification procedures A case study on agriculture sector of Iran

Iran has recently moved toward more trade liberalization in order to comply its trade regulations by international ones. Removing non-tariff barriers (NTBs) and replacing by tariff equivalents (so called tariffication) is clearly emphasized in articles 115 and 33 of the third and fourth five years cultural, economic and social development plans respectively. In this paper different procedures on NTBs quantification are fairly compared and applied for agriculture sector. The main findings show that tariff equivalents of non-tariff measures applied for meat products, grains, some vegetables and pulses had positive sign in whole period under studying(1997-2003). Meanwhile the respected values for some horticultural products, dairy, egg and honey were negative.

Rice protection policies in Iran

Rice is a strategic agricultural product in Iran. It has been a major imported agricultural commodity for the past two decades in this country. The main purpose of this study has been to analyze the protection of the major rice varieties in Iran. The official data from agricultural ministry (during1994-2000) were applied to measure the market price support, and payments based on use of inputs (input support) for the Iranian major rice varieties, especially in Gilan and Mazandaran provinces. Results show that the qualified long-grain rice variety has benefited from the highest market price support in the Gilan and Mazandaran provinces. But input based payments may have different effects on production and trade in comparison with the output bases payments, depending on the kind of input. Also, the results show that, although the qualified long-grain rice has the most portion of the production volume in the Mazandaran province, but the high-yield long-grain rice gains the highest portion of input supports, because of more use of inputs per hectare. Finally, the qualified long-grain rice gains more input support, because of having more cultivation area in the both provinces.

Evaluation of marketing system of poultry and livestock production cooperatives in the selected provinces of Iran

In spite of a rapid expansion of production cooperatives in rural areas, still scientific principles are not applying on production, distribution and marketing processes. Thus, these organizations are facing with various problems, not only in production, but also in marketing affairs. The main objective of this paper is evaluation of marketing system of poultry and livestock production cooperatives, and formulating an appropriate solution for improving their marketing system. To achieve this objective the required data were collected by questionnaire from 360 producers, 160 poultry and livestock cooperatives, 320 wholesalers, 320 retailers, and 340 consumers, trough field survey method in five provinces of Iran. Then, marketing marginal function was estimated to determine the factors affecting marketing marginal of cooperatives. The results show that sufficient attentions are not given to the distribution channel of goods through producers to cooperative, retailers as well as consumers. Also production cooperatives instead of providing their production directly to the consumers, they provide mostly to the wholesalers. The results also indicate that more than 80% of changes in marketing margins of production cooperatives are explained by three factors of retail prices, marketing expenditures and the selling price of goods.

Capacity measuring of horticulture production and exportation in Kordestan province

Agriculture sector has an special position in Iranian economy. Kordestan province with the special climatic is considered to be one of the important areas for horticulture activities in the country. This article, is trying to recognize and introduce the comparative advantages as well as social gains of horticultural sector in the Kordestan. For this purpose Domestic Resource Cost (DRC) index and Analytical Matrix have been used. Results show that during 2002 to 2005, walnut, apple and cherry have most and peach (shaftaloo) and almond have least advantages among other garden products. Also during this period, walnut production has the most and peach (shaftaloo) and almond have the least benefit in the economic point of view.

Position of extension approaches in sustainable development of agriculture in Iran

In extension work, indeed, approaches form the essence of an extension system, in which target populations are offered a variety of messages provided by extension system/systems. In this research, the most important characteristics, constraints and advantages of the well- known extension approaches all over the world are delineated ,however, in brief .It then examines, on an analytical basis, the viewpoints of national extension specialists in terms of level of employing each individual approach in both concerned ex-ministries , i.e. ministry of Jihad-e Sazandegi (moj) and ministry of agriculture (moa);as well as the capability of the approaches to be used in ministry of Jihad-e agriculture (moja). In terms of the type of extension approach employed by moa, findings well reveal general agricultural extension approach as the dominant one. According to respondents, commodity specialized approach, technical change approach and project approach come respectively after the above - mentioned foremost approach. Respondents regard, however, participatory approach and general extension approach as the most widely – used approaches in moj. Findings also reveal that approaches like participatory extension, farming systems research and extension (FSRE), and integrated rural development are more capable of being used as appropriate extension approaches for moja.

Developing bilateral agricultural knowledge and information system in farmerâs organizations

Institutionalization of participation is a topic which was under consideration in various ways in scientific – extensional communities in the last decades, but it has not been given much value in our country . The goal of this study is to develop an extensional model to institutionalize farmers participation in farmers organizations . The method used in this study is a mixed methodology, using qualitative and quantitative approaches. In the qualitative phase, by making use of interpretive-qualitative research method , after settlement of the researcher in the target region for 6 months , about 31 rural samples and some local authorities were selected on purpose by the use of“ Snow ball “ sampling method . In the quantitative phase, different research hypothesis were tested and various aspects of the target community regarding to the main goal of the research were studied through 138 questionnaire. By combining research findings in both qualitative and quantitative part, the bilateral model of knowledge and information was gained in order to institutionalize participation in farmer organizations. This model has various aspects and can be used in the process of creating evolution in the farming systems.
