امکان سنجی طراحی الگوی بیمه درآمدی محصول پسته شهرستان رفسنجان

چکیده

یکی از کارکردهای مهم بیمه کشاورزی، کاهش ریسک اقتصادی موجود در فعالیت‌های کشاورزی و افزایش امنیت سرمایه­گذاری است. این کارکرد عامل اصلی ایجاد تمایل در بخش خصوصی به منظور افزایش سرمایه­گذاری در این بخش است. الگوهای بیمه‌ای و روش­های مدیریت ریسک محصولات کشاورزی، که همواره از طرف دولت­ها طراحی و اجرا می­شود، برای جبران خسارت ناشی از یکی از ریسک­های فوق است. در این مطالعه ابتدا با استفاده از یک نمونه شامل 500 بهره­بردار از پسته­کاران رفسنجان، تمایل به پرداخت برای بیمه­ محصول پسته به دو روش انتگرال­گیری و نسبت تناسب به دست آمد، سپس به تعیین حق بیمه پرداختی و بررسی عوامل مؤثر بر بیمه درآمدی با بهره­گیری از روش ارزش­گذاری مشروط و پرسش‌نامه دوگانه تک‌بعدی پرداخته شد. نتایج پژوهش حاضر نشان داد که تمایل به پرداخت افراد با پیشنهادهای نرخ بیمه، تعداد افراد خانوار، درآمد، قابل پیش‌بینی بودن عملکرد و افزایش درآمد نسبت به سال قبل رابطه عکس و با تحصیلات کشاورزان رابطه­ مستقیم دارد. میانگین تمایل به پرداخت کشاورزان برای پنج سناریوی درآمدی 144، 447، 616، 729 و 907 میلیون ریال در یک هکتار با توجه به چارک­های درآمدی حاصل از تکمیل پرسش‌نامه به دست آمد. متوسط تمایل به پرداخت برای بیمه درآمدی برای پسته‌کاران رفسنجان 35734405 ریال در یک هکتار برآورد شد. بر اساس نتایج تحقیق، به منظور رسیدن به الگوی جامع بیمه کشاورزان  پسته­کار در منطقه  پیشنهاد می­شود  بیمه درآمدی هم مد نظر قرار گیرد.

چکیده [English]

Reducing of the existing economic risk in agricultural activities and increasing security for investment is one of the important functions of agricultural insurance. This function is the main factor in creating tendency in private sector to improve investment in this sector. Insurance models and risk management methods of agricultural product, which are always designed and implemented by governments, are intended to compensate for any of these risks. In this study, first using a sample of 500 Rafsanjan pistachio producers, the willingness to pay for pistachio insurance was obtained by two methods of integration and proportional ratio, then the premium was determined and the factors affecting income insurance using Contingent Valuation Method and a one-dimensional dual questionnaire was investigated. The results of this study showed that there is a reverse relationship between the willingness to pay with the offers of premium rate, number of households, income, predictability of yield and increase in income compared to last year. But the education of farmers has a direct relationship with the willingness to pay. The average willingness to pay by farmers according to the income quarters derived from the completion of the questionnaire for the five income scenarios was 144, 447, 616, 729 and 907 million Rials per hectare. The average willingness to pay for income insurance for Rafsanjan pistachios was estimated 35734405 Rials per hectare. According to the results of the research, in order to reach the comprehensive plan of pistachio farmers' insurance, it is recommended that income insurance be considered.
