Journal Article 2022 06 28 <strong>Introduction:</strong> Hamedan province has an important position in the production of basic agricultural, horticultural, livestock and poultry products in Iran. Hamedan is considered as a valuable mine for investors in terms of benefiting from agricultural potentials, so that by attracting investment in this sector, it is possible to speed up sustainable development. This study aimed mainly at identifying and ranking the most important technological projects in the agricultural sector of Hamedan province in the five-year horizon (2022-2026) using a combined SWOT, Hierarchical Analytic Hierarchy Process (AHP) and TOPSIS approach. <br /><strong>Methodology:</strong> The research method is an applied one in terms of purpose and a survey-descriptive one in terms of data collection. The statistical population of the study included 30 experts, academics and industry experts and due to such a limited population, all the members were used as a statistical sample. For this purpose, first, the opportunities and challenges of the cities of Hamedan province in the agricultural sector were investigated; then, using the opinions of experts, the strengths, weaknesses, opportunities and threats of the agricultural sector of the concerned cities were identified; and finally, using the Analytic Hierarchy Process (AHP) approach, key indicators in evaluating high-potential projects were evaluated and the weights of the indicators were calculated.<br /><strong>Findings:</strong> The output of this approach showed that in terms of importance, the concerned indicators respectively included: 1) feasibility, 2) technological nature of the project, 3) attractiveness of the project, and 4) completion of the value chain. Finally, the projects were evaluated and ranked using TOPSIS technique and expert opinions.<br /><strong>Conclusion:</strong> The final result of the evaluation of this technique indicated that the "high tech greenhouse" project was in the first rank and the "gene bank" project was in the last rank in terms of importance in the development of the province's agricultural sector. At the end, some practical suggestions were presented based on the identity of future projects and scientific suggestions.<br />  استان همدان از جایگاهی مهم در تولید محصولات اساسی زراعی، باغی و دام و طیـــور در سطح کشور برخوردار است. همدان، به‏ لحاظ بهره‌مندی از توان‌های کشاورزی، فرصتی ارزشمند برای سرمایه‌گذاران به ‏شمار می‌رود، به ‏گونه‏‌ای که می‌توان با جذب سرمایه‌گذاری در این بخش، رسیدن به توسعه پایدار را سرعت داد. پژوهش حاضر با هدف شناسایی و رتبه‌بندی مهم‌ترین پروژه‌های فناوارانه بخش کشاورزی استان همدان در افق پنج‌سالة 1404-1400 و با به‏ کارگیری رویکرد ترکیبی سوات (SWOT)، فرآیند تحلیل سلسله‌مراتبی (AHP) و تاپسیس (TOPSIS) انجام شد؛ همچنین، از نظر هدف، پژوهش کاربردی و از نظر جمع‌آوری داده‌ها، پیمایشی- توصیفی بود. جامعه آماری پژوهش سی نفر از خبرگان و متخصصان دانشگاهی و صنعت بودند که به‏دلیل محدود بودن جامعه، از تمامی اعضا به‏عنوان نمونه آماری بهره گرفته شد. بدین منظور، ابتدا به فرصت‌ها و چالش‌های شهرستان‌های استان همدان در بخش کشاورزی پرداخته و سپس، با استفاده از نظرات خبرگان، نقاط قوت، نقاط ضعف، فرصت‏‌ها و تهدیدهای بخش کشاورزی این شهرستان‌ها شناسایی شد. در ادامه، با به‏ کارگیری رویکرد فرآیند تحلیل سلسله‌مراتبی، بررسی شاخص‌های کلیدی در ارزیابی پروژه‌های با توان بالا صورت گرفت و وزن شاخص‌ها محاسبه شد. خروجی این رویکرد نشان داد که شاخص‌ها از نظر اهمیت، به ‏ترتیب، عبارت‏‌اند از: 1- امکان‌پذیری، 2- فناورانه بودن پروژه، 3- جذابیت پروژه و 4- تکمیل زنجیره ارزش. سرانجام، با استفاده از روش تاپسیس و نظرات خبرگان، پروژه‌های یادشده ارزیابی و رتبه‌بندی شدند. نتیجه نهایی ارزیابی این روش از نظر اهمیت در توسعه بخش کشاورزی استان حاکی از قرار گرفتن پروژه «گلخانه با فناوری پیشرفته سبزی» در رتبه اول و پروژه «بانک ژن» در رتبه آخر بود. در پایان، پیشنهادهای کاربردی بر مبنای شناسنامه پروژه‌ها و پیشنهادهای علمی برای پژوهش‏‌های آینده ارائه شد. http://aead.agri-peri.ac.ir/article_129639_4cdd083f6fe64907d1abb7adafa4b261.pdf
