Identification and Ranking of the Most Important Technological Projects in Agricultural Sector of Hamedan Province of Iran in Five-Year Horizon of 2022-2026

Abstract

Introduction: Hamedan province has an important position in the production of basic agricultural, horticultural, livestock and poultry products in Iran. Hamedan is considered as a valuable mine for investors in terms of benefiting from agricultural potentials, so that by attracting investment in this sector, it is possible to speed up sustainable development. This study aimed mainly at identifying and ranking the most important technological projects in the agricultural sector of Hamedan province in the five-year horizon (2022-2026) using a combined SWOT, Hierarchical Analytic Hierarchy Process (AHP) and TOPSIS approach. 
Methodology: The research method is an applied one in terms of purpose and a survey-descriptive one in terms of data collection. The statistical population of the study included 30 experts, academics and industry experts and due to such a limited population, all the members were used as a statistical sample. For this purpose, first, the opportunities and challenges of the cities of Hamedan province in the agricultural sector were investigated; then, using the opinions of experts, the strengths, weaknesses, opportunities and threats of the agricultural sector of the concerned cities were identified; and finally, using the Analytic Hierarchy Process (AHP) approach, key indicators in evaluating high-potential projects were evaluated and the weights of the indicators were calculated.
Findings: The output of this approach showed that in terms of importance, the concerned indicators respectively included: 1) feasibility, 2) technological nature of the project, 3) attractiveness of the project, and 4) completion of the value chain. Finally, the projects were evaluated and ranked using TOPSIS technique and expert opinions.
Conclusion: The final result of the evaluation of this technique indicated that the "high tech greenhouse" project was in the first rank and the "gene bank" project was in the last rank in terms of importance in the development of the province's agricultural sector. At the end, some practical suggestions were presented based on the identity of future projects and scientific suggestions.
