اولویت‌بندی سیاست‌های اقتصاد مقاومتی در بخش کشاورزی ایران

چکیده

اقتصاد مقاومتی و سیاست­ها و راهکارهای دستیابی بدان از مهم­ترین دغدغه ­های برنامه­ ریزان کشور طی سال‏های اخیر به ‏شمار
می­ رود. این موضوع به‏ ویژه در بخش کشاورزی، با توجه به اهمیت بسیار زیاد آن در اقتصاد کشور، اهمیتی دوچندان دارد. از این ‏رو، در پژوهش حاضر، با استفاده از روش فرآیند تحلیل شبکه ­ای، به بررسی و رتبه ­بندی اهمیت سیاست­ های دولت و الزامات مطرح­ شده برای دستیابی به اهداف اقتصاد مقاومتی در بخش کشاورزی ایران پرداخته شد. بدین منظور، ابتدا طبق ادبیات موجود و نظرات کارشناسان و متخصصان دانشگاهی مربوط، فهرستی از مهم‏ترین سیاست­ ها و الزامات اقتصادی اثرگذار بر اقتصاد مقاومتی در کوتاه­مدت، میان­مدت و بلندمدت انتخاب شد و سپس، رتبه‏ بندی سیاست‏ها صورت گرفت. نتایج پژوهش نشان داد که مهم­ترین الزامات اقتصاد مقاومتی در کوتاه­مدت، حمایت از تولید ملی و استفاده حداکثری از زمان، منابع و امکانات و نیز در میان­مدت و بلندمدت، اصلاح نظام اقتصادی کشور و خصوصی ­سازی است؛ همچنین، مهم­ترین سیاست دولت در کوتاه­مدت، «تأمین امنیت غذایی به ‏همراه کاهش واردات» و در بلندمدت نیز «کاهش دخالت دولت در تعیین قیمت و دستمزد» ارزیابی شد.

Ranking Economic Resilience Policies in Agricultural Sector of Iran

چکیده [English]

The resilience economy and the related policies and strategies have been one of the most important concerns of the policy makers over recent years. This issue is especially important in the agricultural sector due to its significant importance in the Iranian economy. Therefore, this study aimed at investigating the importance of government policies and requirements to achieve the goals of resilience economy in the agricultural sector of Iran using Analytical Network Process (ANP) method. For this purpose, a list of the most important policies and economic requirements affecting the resilience economy in the short term, mid-term and long-term was initially selected based on the related literature and experts opinions; then through questionnaire, the concerned experts' opinions were obtained and the extracted policies were ranked. The study results showed that the most important requirements to achieve resilience economy included 'supporting national production and efficiently use of time, resources and facilities' in short term and 'reforming the Iranian economic system and privatization' in mid-term and long-term. Also, it was found that food security and reduction of imports in the short run as well as reducing government intervention in price and wage determination in the long run would be the most important government policies.
