Despite the implementation of numerous development programs before and after the Islamic Revolution in Iran, rural areas continue to face many challenges. The Seventh Development Program (1403-1407), which is now in its middle years of implementation, provides an opportunity to address it in a deep and exploratory manner. Accordingly, the research identified legal articles related to the issue of "village" in the Seventh Program, explaining the actors and legal provisions. The research was mixed and based on the social network analysis approach. Information was obtained after examining 120 legal articles using MAXQDA and in the form of a self-interaction matrix in Ravar Matrix. Ucinet, Gephi, and network analysis indicators were used for analysis. The findings show that the governance structure in the program is centered on the government and the network of institutional relationships follows a centralized pattern. In contrast, the village councils and Islamic councils, despite their direct connection with the rural community, have a weaker position in the network. Also, the main programs for rural areas are mainly focused on developing the national information network, promoting social health, and protecting and utilizing natural resources. While the agricultural sector, despite its fundamental role in rural development, is mostly presented in the form of general goals. This shows that achieving rural development goals requires strengthening the position of local actors and improving coordination between responsible institutions in the program. In general, the research was conducted using a network analysis approach. This approach can provide a basis for reviewing policymaking and increasing the coherence of rural development programs in the future.
