بررسی اثرات هدفمندسازی یارانه انرژی بر رفاه تولیدکنندگان و مصرف کنندگان برنج در ایران: کاربرد مدل برنامه ریزی ریاضی قیمت درونزا

چکیده

اصلاحات یارانة انرژی و اثرات مختلف آن بر گروه‌های مختلف جامعه (تولیدکنندگان و مصرف‏کنندگان) همواره برای سیاست‏ گذاران و محققان اقتصاد کشاورزی معمایی چالش ‏برانگیز بوده است. بدین منظور، مطالعة حاضر، با شبیه‏ سازی اثرات آزادسازی قیمت حامل‌های انرژی با استفاده از یک مدل برنامه‏ ریزی ریاضی قیمت درون‏زا، به تحلیل آثار رفاهی سیاست هدفمندی یارانة انرژی بر وضعیت رفاه تولیدکنندگان و مصرف‏ کنندگان برنج در کشور پرداخت. نتایج نشان داد که در پی هدفمندسازی یارانة سوخت به‏ مثابه نهاده‏ای بسیار تأثیرگذار در فرآیند تولید و بازاررسانی محصول برنج، تولید اندکی کاهش و قیمت‏ها افزایش می‏یابند؛ همچنین، تعادلی جدید در ساختار بازار این محصول شکل می‏گیرد و به‏دلیل کاهش در رفاه مصرف‌کنندگان و افزایش ناچیز در رفاه تولیدکنندگان، به کاهش رفاه اجتماعی می‏ انجامد؛ و بنابراین، سیاست‌ هدفمندی یارانه انرژی از طریق کاهش مقادیر و افزایش قیمت‏ها در بازار‌ محصول برنج شرایط رکودی را ایجاد می‌کند. از این‏رو، با توجه به نتایج سناریوسازی سیاست ‏های مکمل در مدل، توجه به سیاست‌هایی مانند ارتقای فناوری تولید با بهره‏ گیری از بذر‌های اصلاح‏ شده و پربازده و افزایش کارآیی مصرف از طریق کاهش ضایعات محصولات توصیه می‌شود.

چکیده [English]

Energy subsidy reform effects on various social groups (producers and consumers) have always been a challenging dilemma for policymakers and researchers in agricultural economics. This study aimed at investigating and quantifying the impacts of targeted energy subsidies on the well-being of consumers and producers of rice in Iran using price endogenous mathematical programming model. The results showed that the targeted subsidies for fuel as a very influential factor in the production and marketing of rice could cause a slight decrease in production as well as increases in prices; then, a new equilibrium in the market would be created for this product, so that the social welfare might be reduced due to a reduced consumers’ welfare while indicating a slight increase in the welfare of rice producers. Therefore, the implementation of this policy might create a recession in the rice market. Accordingly, the investment in production technology through the use of improved and high yield seeds and the increase in consumption efficiency by reducing the rice waste were recommended for increasing the production and supply of the products.
