تحلیل راهبردی مدیریت صیادی در خلیج فارس: کاربرد مدل ترکیبی سوات- تاپسیس فازی

چکیده

صیادی به ‏عنوان یکی از مهم‏ترین فعالیت‌های اقتصادی در زمینه تأمین امنیت غذایی و معیشت افراد در سطح محلی و جهانی مطرح است. صیادی در خلیج فارس نیز از توان تقویت جایگاه خود در تولید ناخالص داخلی بخش کشاورزی ایران برخوردار است. مطالعه حاضر، با نگاه کلی به وضعیت صیادی در خلیج فارس، بر آن است که تصویری دقیق از این فعالیت در جنوب ایران و مشکلات و خلأهای آن ارائه دهد تا بتوان از آن در راستایی بهره‌گیری از توان‏های موجود و بهبود شرایط کنونی سود جست. اهداف مطالعه با استفاده از رویکرد ترکیبی سوات- تاپسیس فازی با تکیه بر نظرات متخصصان در حوزه شیلات جنوب ایران در سال 1397 پیگیری شد. نتایج مطالعه حاضر در قالب راهبرد (استراتژی)‌های مدیریتی در راستای تقویت صیادی و بهره‌گیری از فرصت‌های صیادی در خلیج فارس قابل استناد است، به ‏گونه‏ ای که با وجود بهره‏ گیری از توان‏های آن، فشار بر ذخایر ماهی نیز کاهش یابد. بر اساس نتایج مطالعه، پیشنهاد شد که راهبرد‌های تقویت زیرساخت‌های صیادی در جنوب، تقویت فناوری‌های صیادی به ‏صورت ابزار پیشرفته صید با بهره‌وری بالا، احداث شهرک‌های پیشرفته صیادی، ارزیابی ذخایر و تدوین قوانین بر اساس شرایط آن، بازسازی ذخایر با احداث زیستگاه‌های صیادی، بهبود ارزش افزوده صید با بازاریابی پیشرفته و بهره‌گیری از شیوه‌های پیشرفته فرآوری در اولویت قرار گیرد.

چکیده [English]

Fishing is one of the most important economic activities in providing food security and livelihoods locally and globally. Fishing in the Persian Gulf also has the potential for Iran that can strengthen its position GDP of the agricultural sector. This study, with an overview of the fishing situation in the Persian Gulf, aims to present a detailed picture of this activity in southern Iran and its problems that can be used in order to exploit its potential and improve current conditions. The objectives of the study were followed by a combined SWOT-Fuzzy TOPSIS approach based on the opinions of experts in the field of fisheries in the south of Iran in 2018. The results of this study can be used as management strategies for enhancing fishing and exploiting fishing opportunities in the Persian Gulf, so that its potential can be exploited, while reducing the pressure on fish stocks. Based on the results, it was suggested strategies for enhancing fishing infrastructure in southern Iran, enhancing fishing technologies as high-efficiency fishing tools, establishing a modern fishing zone, stock assessment and developing laws according to its conditions, stock enhancement with fishing habitats and prioritize improved value-added fishing with modern marketing and the use of modern processing techniques.
