The agricultural sector, due to the vastness of its managed areas and its variability and dynamism, is one of the sectors for which strategy formulation is of particular importance. The role of this sector in food security and its impact on gross national product also necessitates taking fundamental steps in preparing foundational studies. The Seventh Development Plan (2024-2028), in its early years, provides a valuable opportunity for a deep exploration of this subject. Accordingly, the research, by explaining the relationships between actors and legal issues in the agricultural sector within the framework of the Seventh Plan, sought to achieve a more comprehensive understanding of the mechanisms influencing this process. The research was qualitative and based on a social network analysis approach. Information was obtained after reviewing 120 legal articles using MAXQDA and in the form of an interaction matrix in Ravar Matrix. Ucinet and Gephi were used for analysis, along with network analysis indicators at macro, intermediate, and micro levels. In the Seventh Plan, out of 120 legal articles, 15 specifically address areas related to the agricultural sector. The findings indicate that despite the coherence and density in the network of legal issues, the relationships among actors in the network for fulfilling legal responsibilities are dispersed. These results suggest a form of structural asymmetry in the plan. Furthermore, the governance framework in implementing legal provisions has been primarily centered around the "Ministry of Agriculture Jihad," with the "Government" as the main legislator positioned at the periphery of the network. This is while the role of users and farmers as the main beneficiaries has only been considered in attracting their participation in the plan. Additionally, the main focus of the plan has been on the issues of water resource management, productivity, and food safety. Therefore, as a conclusion, to resolve the structural gap and enhance inter-institutional coordination in the agricultural sector, planners must increase the effectiveness of programs by genuinely involving beneficiaries and redefining roles for actors, thereby moving the implementation of laws away from a dispersed state.
